How we build the plan

Mapping processes and data
Where the work happens, what hurts, what data actually exists and in what state. This step almost always surfaces workarounds and unofficial files nobody mentions in meetings — and those determine feasibility.
Use-case inventory
Everything that could be done, including ideas coming from the teams rather than from management. No selection at this stage: selecting without a complete inventory is a bias, not a method.
Costing and prioritisation
Each case is assessed on effort, expected return, data dependency, regulatory risk and integration complexity. The resulting ranking is arguable — that is the point: it gives the arbitration a frame.
Target architecture
What must exist technically for the priority cases to be possible: document layer, APIs, rights management, infrastructure. Prerequisites appear explicitly instead of being discovered during the first project.
Roadmap and budget
A twelve-month sequence, with the deliverable, budget, timeline and success criterion for each step. Plus the list of what we recommend not doing, with reasons.

We sometimes conclude that nothing should be launched this year, and we say so. An honest plan can recommend starting by cleaning a document estate, or replacing a tool before adding anything to it. We do not produce plans that assume data you do not have, and we do not quote gains we would not know how to measure at pilot.
